Seventy-nine pieces of legislation are amended by the legislative package containing the foundation of the 2023 budget, which was adopted by the House on Tuesday with 134 votes in favor and 55 against.
The purpose of the legislation is to keep the economy on a growth path and protect Hungarian families. Therefore, it also lays the foundation for the public finance and budget structure rules of the Overhead Defense Fund and the National Defense Fund at the legal level. In order to protect economic growth, certain provisions of the Act on Public Finance and the Act on the Economic Stability of Hungary are being changed. The Budapest Agglomeration Development Council is established, the lending options of Eximbank and the Hungarian Development Bank are expanded.
The law changes the name of the government commissioner to chief.
Next year, all financial leases will be classified as debt-generating transactions. The provision of data for the local government subsystem of the public finances, as well as the rule for determining the salaries of the officials of national ethnic local governments, are changing. At the same time, the legislation contains a restriction on the allowances for the leaders of the national municipalities in the event that the municipality has an EU or budgetary repayment obligation.
The taxation rules are also changing at several points - for example, in the case of company car taxes - and the rules regarding tax exemptions for those under 25 are being simplified. In corporate taxation, the settlement prices applied between affiliated companies, i.e. the obligation to provide information on the transfer price, are also changing in order to reduce the possibility of tax evasion. In addition, the taxation of a Hungarian company and a domestic branch of a foreign enterprise will become the same, because both will be obliged to pay an innovation contribution. The number of cases in which the customs authority can impose a fixed amount of customs administrative fine without consideration is narrowing.
The rules for asset confiscation will become clear, and the National Tax and Customs Office will be headed by the president in the future, and his work will be assisted by deputy presidents.
In addition, the application rules of civil organizations are also changing. The Budapest Agglomeration Development Council is established.
Next year, if a settlement is unable to maintain local public transport for any reason, the minister responsible for transport, on the initiative of the local government, will appoint a so-called last refuge service provider for a maximum of two years.
The national transport organizer is also given a number of responsibilities: among others, the selection of the public service provider, tendering, or the development projects of the electronic ticket system and the passenger information system. Tasks related to railway track operation are also placed under the competence of the national transport organizer.
