The related bill will be submitted to the National Assembly in September. The new organization will be operational at the end of November. But they are not only creating an authority, but also an Anti-Corruption Working Group, VG wrote.
The government agrees with the establishment of an independent authority, which will be established to prevent, detect and correct illegalities and irregularities affecting the handling of European Union funds - this was published in the recent Hungarian Gazette.
It is emphasized that
the decision is a corrective measure taken within the framework of the EU procedure initiated against Hungary.
The newly established authority has a general overview and intervenes in cases where, in its opinion, the competent authorities have not taken the necessary steps
- fraud,
- conflict of interest,
– corruption and
- other violation or irregularity
prevention, detection and correction. The government decision makes it clear that the competence of the authority includes those matters that may adversely affect the efficient and effective financial management of the EU budget or the protection of the financial interests of the European Union, especially with regard to EU financial support implemented in the framework of public procurement procedures.
To this end, the government will submit a proposal to the National Assembly by September 30 for the adoption of the law guaranteeing the authority's independence, which is necessary for the establishment and operation of the authority before November 21.
The same government decision also states that the government undertakes to establish a new Anti-Corruption Working Group by December 1. In this, governmental and non-governmental actors participate on a parity basis in terms of number of employees and voting rights, and the authority that examines EU funds provides administrative support for its operation.
