The incident happened in September on a pair of Russian gas pipelines connecting Russia to Germany in the Baltic Sea. The investigation by the Swedish prosecutor's office clearly concluded that the bombing was intentional, and according to the German prosecutor's office, there is no evidence of Russian involvement. There is no official explanation as to who the perpetrator is.
According to Hersh's sources, the decision was made before the outbreak of the war and had nothing to do with the Russian attack on Kiev. The goal was to make Russian-European energy relations impossible, so that Europe would have to rely on much more expensive American liquefied gas instead of Russian gas.
