Brussels would fail a real rule of law test, according to the analysis of the Nezőpont Institute, which was prepared on the basis of legal and political developments on the state of the rule of law in the institutions of the European Union.

The Nézőpont Institute made eight findings on the state of the rule of law in Brussels, in which assessment it pointed out that instead of the rule of law, the EU's functioning is increasingly affected by the disregard of the law and the abuse of the law. A culture of impunity has prevailed in the European Parliament, while it would expand its powers contrary to the treaty at the expense of the member states.

And the European Commission is no longer the neutral guardian of the Treaties, since the Juncker Commission created a culture of politically motivated procedures and decisions. While the EU institutions and their leaders show themselves to be committed supporters of pluralism, they measure member states and various minority groups with double standards, and ignore the opinions of nation-state leaders, institutions, and nation-state referendums. Ignoring contractual powers, institutional bias, double standards, corruption, and the lack of legal certainty all undermine the principles of the rule of law in the EU's institutional system.
