The proposal was not implemented, but the leak is a clear message to both Ukrainians and Hungarians. It is a gesture towards the Hungarians, which means that the United States of America is open to settling the relations between the two countries. And it sends a message to Ukraine that the goodwill of the USA does not last forever."
