The executive decrees related to the new teacher career law have been published.

The law lays the foundation for further significant salary increases for teachers, and the majority of the funds required for this will be provided by the payment of EU funds due to Hungary, the Ministry of the Interior announced in a statement.

If Brussels finally does not withhold the EU funds going to Hungary, then the average teacher salary will increase to HUF 561,000 in the first phase, and by 2025 it will be around HUF 800,000.

In addition, from January 1, 2024, the government will also provide an additional 10 percent salary increase for teachers from domestic budget sources.

The decree stipulates that from January 1, 2024, the salary of trainees starting their career will rise to HUF 440,000 per month, and the salary of all teachers must exceed this level.

However, in addition to this, the directors make a proposal for the distribution of the available wage mass, which is another step towards the introduction of performance-based wages.

On July 4, the Parliament adopted the law on the new teacher career model, which creates the basis for further significant salary increases for teachers.

By 2025, the average salary of teachers may rise to HUF 800,000, their maximum number of hours per week will decrease to 24 hours, their leave will increase from 46 days to 50 days, i.e. 10 weeks, and their administrative burden will decrease. A performance-based salary system supported by the majority of teachers will be established.

Those who teach more effectively, deal more with catching up children who are lagging behind, preparing the talented for competition, those who are more innovative, those who organize extracurricular programs, will achieve a higher income, reminds the announcement of the Ministry of the Interior.

The annex to the government decree contains a list of the settlements that are catch-up or beneficiary settlements in relation to the additional salary for those working with the disadvantaged.

Teachers working in an institution located in one of the so-called beneficiary and catch-up settlements, as well as those who, although they work in another settlement, have at least 10 percent of disadvantaged or cumulatively disadvantaged children in their institution, will be entitled to an additional allowance equal to 20 percent of their basic salary.

According to the BM, the decree clarifies the conditions of employment, which were determined by the National Faculty of Pedagogy and the trade unions during the two meetings held during the creation of the decree and the suggestions made in writing were also taken into account.

The decrees also contain minor technical amendments to several government decrees, these changes stemming from the law on the new career path of teachers are necessary for the application of the law.
