Ursula von der Leyen, the president of the European Commission, is presenting proposals today that fundamentally change the admission of new EU members. Instead of the current "all or nothing" approach, Brussels wants to gradually integrate Ukraine, Moldova and the Western Balkans into the EU, writes the Poltico newsletter.
By the way, most EU leaders have already warned that a Union with 30+ members will be even more difficult to govern.
Brussels proposes to move away from the requirement of unanimity (which blocks foreign and tax policy decisions) to avoid future deadlocks, i.e. it would eliminate the institution of the veto.
The document allows qualified majority voting "subject to appropriate and proportionate safeguards for such strategic national interests".
