The mayor of Balatonalmádi announced on social media that the northern Balaton city is tightening its local building regulations. On Facebook, Péter Fabó states that this is one of the most significant restrictions in the life of the city:
The purpose of amending the decree was to limit the number of independent purpose units that can be created in the garden-city residential zone. Instead of the previous four residential units, in the basic case, it will be possible to create only one independent destination unit.
And the justification is that the city administration is thereby trying to put a stop to construction projects like estates, for investment purposes, which impose a disproportionate burden on the affected neighborhoods both in terms of infrastructure and the environment.
The mayor adds that, contrary to popular belief, the amendment of the HÉSZ (local building regulations) is not done at the discretion of the municipality. Higher-level legislation, as well as several authorities and state administration bodies, designate the framework within which such an amendment can be conducted.
But it requires intention, and I considered this a question of fundamental importance.

Several municipalities have already responded to the property acquisition frenzy on the lakeshore in recent years with bans.
Just to mention a few examples from the northern coast, the local government also ordered a ban on changes in Palozna, Dörgics and Szentantalfa, deciding that it would tighten up with a decree in order to protect the image of the village and the landscape.
Pursuant to the ban on changes, it is not possible to develop a plot of land, establish a new building, transform, expand, demolish an existing building or carry out any other value-enhancing changes that are not subject to a construction authority permit in the affected areas.

In the meantime, the draft law on Hungarian architecture has already been prepared, which would introduce a new regulatory system for constructions on the Balaton as well - reported We Love Balaton .
A protected zone is defined in the Balaton highlands, and a separate office of chief architect is also created.
It will not be possible to build anything in the future, just by following the rules. Local chief architects, related planning councils and the municipality will play a particularly important role

The regulation plan for the waterfront and the settlement development plan for the area will also be prepared for the beaches, coastal promenades and access to the waterfront. For example, a public promenade with a width of at least 5 meters must be provided on at least 30 percent of the given coastal section.
