After the details had already come to light, for the sake of clarity and clarity, Prime Minister Viktor Orbán on Thursday made public the summary assessment and proposals of his meetings with the leaders of Ukraine, Russia, China and Turkey, as well as former US President Donald Trump, which he sent to Charles Michel, the President of the European Council in the next few days - it was revealed from the ten-point proposal published on Miniszterelnök.hu.

Below I am sending the summary evaluation of my discussions with the leaders of Ukraine, Russia, China and Turkey, as well as with President Donald J. Trump, and some proposals to be considered - read the introduction to Viktor Orbán's ten-point proposal on Miniszterelnök.hu.

1. It is a general observation that the intensity of the military conflict will escalate radically in the near future.

2. I have personally seen that the warring parties are determined to involve themselves even more deeply in the conflict, and none of them wants to initiate a ceasefire or peace talks. Therefore, we can assume that tensions will not decrease and the parties will not start looking for a way out of the conflict without significant external intervention.

3. Three global players can influence developments: the European Union, the United States and China. We must also consider Turkey as an important regional actor, as the only successful mediator between Ukraine and Russia since the outbreak of hostilities in 2022.

4. China continues its policy, which is also stated in international documents, which calls for a ceasefire and peace negotiations. However, China will only take a more active role if its chances of success are almost certain. According to their assessment, this does not currently exist.

5. As for the United States, I have seen at the NATO summit and in my discussions with President Trump that the United States is currently heavily preoccupied with the presidential campaign. The incumbent is going to great lengths to stay in the race. It is clear that he cannot change the current pro-war policy of the USA, so he cannot be expected to start a new policy. As we have seen many times in recent years, in these situations the bureaucracy without political leadership continues on the previous path.

6. In my discussion with President Trump, I have come to the conclusion that foreign policy plays only a small role in his campaign, which is dominated by domestic issues. Therefore, we cannot expect a peace initiative from him until the elections. However, I can say for sure that shortly after his election victory, he will not wait until his inauguration, but will immediately be ready to act as a peace mediator. He has detailed and well-founded plans for this.

7. I firmly believe that in the likely outcome of President Trump's victory, the ratio of financial burdens between the USA and the EU will change significantly to the EU's disadvantage when it comes to financial support for Ukraine.

8. Our European strategy in the name of transatlantic unity copied the pro-war policy of the USA. Until now, we have had no sovereign and independent European strategy or political action plan. I suggest that we discuss whether it makes sense to continue this policy in the future. In the current situation, we can find an opportunity based on strong moral and rational foundations to start a new chapter in our politics. In this new chapter, efforts could be made to reduce tensions and/or create the conditions for a temporary ceasefire and/or the beginning of peace talks.

9. I suggest that we initiate a debate on the following proposals:

the. an initiative to hold high-level political talks with China on the modalities of the next peace conference;

b. while maintaining the current high-level political relations with Ukraine, re-opening direct diplomatic lines of communication with Russia and rehabilitating such direct relations in our political communication;

c. launching a concerted political offensive against the global South, whose goodwill we have lost over our stance on the war in Ukraine, leading to the global isolation of the transatlantic community.

10. I hope that my reports and proposals can prove to be a useful contribution to any proposals and initiatives that you may present to EU leaders at an appropriate time and in an appropriate form.
