The Digital Citizenship Program (DÁP) will be launched in September, and from autumn it will be possible to handle more and more cases from mobile phones and smartphones. At the same time, the DÁP not only makes administration easier, but we can also use our portable devices to prove ourselves to the police, since we don't have to carry the ID card with us.

The developments must be followed by the legal and statutory requirements for the police, as well as the action protocols, therefore the provisions of the Act on the Police regarding identification have been amended accordingly. The changes took effect on August 1, 2024. The continuous development and expansion of the Novamobil device park of the police is taking place in parallel with the Digital Citizenship Program, the ORFK announced.
The identification of the persons using the service - if the police officer has a so-called Novamobil device - is done by scanning the QR code generated by the application. Based on the code, the system automatically checks the data of the certified person in the databases selected by the police officer, and the result is displayed on the Novamobil device.
If you wish to verify the personal identification data of the person subject to verification by making available a digital document or data storage code defined in the DÁP Act, then
the certified person can only be required to present an official identity card in the event that the technical conditions necessary for learning and checking the data of the digital document or the data to be displayed from the public register based on the data storage code are not provided during the certification process.
In addition, the application will be able to be used for digital signatures, the document created in this way is considered an authentic private document, which is accepted in all member states of the European Union - this was recently confirmed by Csaba Dömötör, the parliamentary secretary of the Prime Minister's Cabinet Office.
According to him, it is also helpful that starting in autumn, with the new application, it will be possible to apply for a moral certificate with the press of a button.
"This will be the first type of digital document in Hungary," he said, emphasizing that with the help of the new application, you can book an appointment at the government offices in the most popular types of cases from a mobile phone.
Dömötör emphasized: for pre-registration, you have to visit one of the steering windows, bring a photo ID - which can be an identity card, driver's license or passport - and a mobile phone on which the digital citizenship app has already been installed.
