Constitutional lawyer Zoltán Lomnici Jr. said that according to the current legislation, if the Metropolitan Assembly is dissolved, the mandate of the mayor will automatically be terminated. And there is a high chance of this, because the grand coalition of the left-wing parties will not last five years, according to many.
If the National Assembly is forced to dissolve the assembly due to dysfunction, the head of a government office can take over the leadership of the capital until the end of the new election.

According to the current legislation, the Metropolitan Assembly cannot be dissolved between April 2025 and October 2026. A four-fifths majority is required for dissolution, i.e. twenty-seven of the thirty-three members of the general assembly would need to vote for this. At the same time, the Párbeszéd-Zöldek-DK-MSZP left-wing alliance has a total of seven mandates, which means that they are able to block the dissolution - pointed out jr. Zoltán Lomnici, then added,
The Péter Magyars therefore essentially became part of the old left,
and the ten representatives of the Tisza Party and the seven representatives of the Gyurcsány–Karácsony axis together in a coalition that maintains uncertainty both in terms of party politics and public policy, but gives a majority in terms of numbers, could further complicate the development of Budapest.
The combination of the new and the old left and the expected run amok in the capital city could set a serious precedent for 2026, the next parliamentary election, and the opaque functioning of the capital city leadership may be tried to be hidden from the voters of Budapest with a pedestrian bridge over the Danube and other supplementary measures, added the constitutional lawyer, who said:
the dissolution of the representative body cannot be announced within six months of the election, nor after the first day of April of the year preceding the general election.
When determining the deadline, the date of the dissolution initiative must be taken into account. At the same time, the Budapest representative body performs its tasks and exercises its powers until the new general assembly's inaugural session and the mayor's election of the new mayor. However, the general assembly can also decide to dissolve itself in the event of complete incapacity, which requires the yes vote of four-fifths of the local government representatives.
After a possible dissolution, a new election would have to be called, while the mandate of the municipal representatives and the mayor would also be terminated.
According to the law, if for some reason it is not the General Assembly itself, but the Parliament that dissolves the Budapest representative body, the President of the Republic must entrust the head of the competent government office to exercise the tasks and powers that the law assigns to the mayor until the election of the new body. states. In an urgent case, the head of the government office can decide on matters that are the delegable powers of the representative body - pointed out jr. Zoltán Lomnici.
It is known: the other day, Péter Magyar started negotiations with the leaders of the Metropolitan Assembly that will be established in October.
The faction leader of the governing parties, Alexandra Szentkirályi, rejected the negotiation with the politician, as the Fidesz-KDNP faction does not cooperate and does not negotiate with those who support the candidate of Ferenc Gyurcsány in any way. The Fidesz politician stated that Gyurcsány and Karácsony bankrupted Budapest, so they do not deserve another chance.
On the other hand, on the left, they much preferred to see Péter Magyar, who started negotiations with Gergely Karácsony on cooperation on the first of August. The politician who won the mayoral election has previously stated several times that he envisions a DK-MSZP-Párbeszéd-Tisza Party-Kutyapár cooperation from October.
This line-up would mean that the newly formed Tisza Party would also be classified among the parties of the left alliance in terms of its practical politics.
After the meeting with Gergely Karácsony, Péter Magyar also held talks with the LMP's failed mayor candidate, Dávid Vitézy, on August 9. After the negotiations, both politicians made brief statements, mainly stating that they consider Budapest's operations to be of particular importance, and that they would place specialists in the management of companies in the capital.
According to press information, at the same time, much more serious topics were also on the agenda at the negotiations. This is also the case with the mayor's cabinet.
According to the information obtained by the Magyar Nemzet, the leader of the Tisza Party would involve Dávid Vitézy in the left-wing cooperation, and if nothing else, he would offer the title of deputy mayor to the former secretary of state for transport, whom he also calls the hedge of Fidesz.
In other words, based on the information made public so far, Péter Magyar and Gergely Karácsony are working on creating an anti-Fidesz, left-wing grand coalition, thus preparing for the 2026 elections.
The Kutyapárt was also invited to the left-wing grand coalition, with whose leader Péter Magyar held talks on Monday. At the same time, Gergely Kovács is skeptical about the functionality of the Capital Assembly, and in an interview with VálaszOnline he stated that he thinks the assembly will be dissolved within a year. At the same time, he announced that he is open to cooperation with Gergely Karácsony and the Tisza Party.
