In most cases, documents can still be exchanged and requested free of charge.

Ten days ago, the Government Information Center informed that in most cases the issuance of the identity card will remain free. The decree published in the Hungarian Gazette issued on New Year's Eve regulates those cases when documents have to be paid for, but the issuance of the identity card and its replacement after expiration are still free.

You only have to pay if someone loses it within the expiration date.

The cases of free services are regulated by the law dealing with the digital state and the digitization of documents, published in the Hungarian Gazette on December 20. The decree must be interpreted together with the law, claims to the contrary are based on a misinterpretation of the law.

So you still don't have to pay

- when applying for a new document due to the expiry of the validity of the previous permanent identity card,
- when applying for the identity card of an applicant who has not reached the age of 14,
- when issuing a permanent identity card for a newborn in accordance with Section 7 (3) e),
- a name change resulting from a change in marital status when applying for a permanent identity card because of the change in marital status, if it takes place within 90 days of the occurrence of the event that caused the change in family status,
- naturalized or when issuing a permanent identity card for a repatriated citizen,
- when applying for a permanent identity card for an applicant who has reached the age of 70,
- in the event of a manufacturing error in the previous identity card,
- in the event of correction of incorrectly entered data,
- in the event that the storage element of the previous permanent identity card does not work, or if the the storage element incorrectly contains the legally defined data of the citizen or the identity card in the register, or
- the previous permanent when the electronic services specified in paragraph (1) of § 29 of the personal identification card are not functioning properly,
- when requesting the personal identification card of persons with long-term residence rights and persons recognized as refugees or protected persons.

An administrative service fee must be paid for the issuance and replacement of the official identity card verifying personal identification and residential address, except

- when requesting an official identity card for a citizen under the age of 14,
- when exchanging an old-style identity card that also includes the address, if the citizen has not yet been issued with an official identity card and address,
- incorrectly entered data correction or in the event of a manufacturing defect in the official ID card,
- Section 7 (3) paragraph e when registering a newborn,
- if the official ID card is issued due to a change of address not associated with a move due to a change of address elements registered in the central address register,
- in the case of a notification of leaving the territory of Hungary with the intention of settling abroad.

Otherwise, if we have to replace the document before the expiration date, according to the Hungarian Gazette issued on New Year's Eve

the fee for issuing a permanent identity document will be HUF 7,700 from February 1,

while the temporary identity document will cost HUF 3,100, and the official identity card confirming the identity and address will cost HUF 3,700.

In addition to these, the list also states that we will have to pay HUF 17,000 for the issuance of a private passport or a second private passport (in the case of a person under the age of 12, this changes to HUF 8,500). In addition, the fee for registered mail delivery will be charged to the citizens, which will be HUF 2,000 per document, but this will be waived if the reason for the replacement is a manufacturing defect, correction of incorrectly registered data, or malfunction of the storage element of the ID card.

In the decree, it was also stipulated that the fees paid will be considered revenues of the Prime Minister's Cabinet Office, which can be paid by cash or card, except in the case of diplomatic passports and foreign service passports, where this fee can also be paid by bank transfer.
