Fourteen member states of the European Union, including Germany and France, propose the creation of a rapid reaction military force capable of immediate intervention in the event of an international crisis. Pál Molnár asked economics professor László Bogár.

- The fundamental condition for the exercise of power is that the person exercising power must be able to permanently enforce his will and even use legal force to transfer it to those over whom he exercises his power. This logically requires an internal law enforcement force and a military force capable of protecting this sovereignty, thus using legal force in the event of an external attack. It must be emphasized here that even this legitimate form of using open violence is very costly and risky , so it should only be used as a last resort for exercising power...
