Since 2012, a preventive legal regulation has been in force in Hungary against the perpetrators of pedophile crimes. On the motion of Fidesz faction leader Máté Kocsis, the government intends to introduce additional restrictions - in line with the recently adopted restrictions in Germany and European trends. The Parliament may soon decide on the creation of a public database of pedophiles - junior constitutional lawyer Zoltán Lomnici told Kossuth Rádió Good morning, Hungary! in his show.

In Hungary, in 2012, the Parliament adopted a resolution which stated, for example, that pedophile crimes do not have a statute of limitations. Also, it is a qualifying and aggravating circumstance in the case of child pornography if the (sexually harassed) child is entrusted to someone's supervision. If such a person, for example, only possesses such images and recordings - which is otherwise punishable by 1-3 years of imprisonment - if he stores images of a child entrusted to him, he is punishable by 2-8 years of imprisonment.

"The preventive nature of the law would be strengthened if all of this was even accompanied by a ban from employment," added junior constitutional lawyer Zoltán Lomnici. The  proposal to amend the law also states that a register of pedophiles should be prepared, which could facilitate the decision-making situation of an employer, for example. However, liberal advocates are already arguing that this is against personal freedoms and data security.

"Pedophilia and infantophilia, which means the sexual exploitation of children under the age of 3-4, are heinous crimes. I am convinced that the problem is not only with human rights defenders, but also with Strasbourg, if this issue is not approached from the point of view of the protection of children.

This stance on sensitization is fraudulent and contrary to international law , since the New York Convention on the Protection of Children clearly prioritizes the child's integrity in such cases. The legislator should focus on this, and not deal with the bullying and internal struggles of the perpetrators," said junior Zoltán Lomnici.
