The Office for Democratic Institutions and Human Rights (ODIHR) of the Organization for Security and Co-operation in Europe (OSCE) recommends sending a full-fledged election observation mission to the Hungarian parliamentary election on April 3.

In its recommendation published on Friday evening, the ODIHR recommends the dispatch of 18 observers "to monitor the election process at the national level for weeks, and initiates the dispatch of 200 inspectors to monitor the voting process," Mandiner reported, referring to Népsva.

Hungary is the second EU member state to which the international organization deems a full-scale and not limited election observation mission necessary, the first to propose a similar one to Bulgaria, the left-wing paper reminds.

Incidentally, the Bulgarian mission was not implemented because the OSCE member states could not send a sufficient number of observers to fulfill the mission.

The ODIHR's recommendation is based on the report of the expert delegation that met on January 17-21. visited Hungary to assess the needs, Népszava reports. The members of the delegation met several governmental and non-governmental actors, they write. The report attached to the recommendation states: "following their discussions, they consider it particularly important to investigate how the amended electoral law works in practice, voter registration, election administration, what the campaign is like, including voter intimidation and vote buying, as well as media coverage of the elections . In addition, it is considered necessary to check the transparency of campaign financing and the effectiveness of the complaint and appeal procedure. According to them, it is also justified to study what effect the holding of the referendum at the same time has on these aspects." - Népszava quotes the report.

In mid-January, 62 members of the European Parliament wrote a letter to the director of the ODIHR, requesting that the organization send a full-scale mission to the Hungarian elections. The politicians justified the need for this by saying that "the voting will not take place according to the highest democratic standards". Apart from them, 20 Hungarian NGOs also sent a similar request to an international organization.
