The Ukrainian armed forces are carrying out retaliatory actions against civilians in the recaptured areas of Kharkiv Oblast, which is outrageous, Russian presidential spokesman Dmitry Peskov told reporters on Tuesday.

"As far as the residents of Kharkiv county are concerned, according to the received information, there are indeed many retaliatory measures that do not fit into any framework. They torture people, insult people. This is, of course, outrageous. The special operation continues," Peskov said.

Commenting on the news that the Ukrainian authorities in the Kharkiv region detained Russian and Ukrainian teachers who taught in local schools according to the Russian curriculum in the territories under Russian occupation, the spokesman, referring to the Russian Minister of Education Sergey Kravtsov, said that the territories are currently there are no Russian teachers.

He noted that public opinion reacts very sensitively to developments in the war. Foreign Minister Sergey Lavrov stated at a meeting in Moscow on Tuesday that

the West launched a "hybrid war" against Russia,

which "became unprecedented" after, as he put it, Moscow was "forced into the special operation". According to Lavrov, the West's goal is to destroy Russia's economy. State Duma (parliamentary lower house) Speaker Vyacheslav Vologyin warned in a Telegram post on Tuesday that Washington, by continuing the war to the last Ukrainian, "is very mistaken if it thinks that it will not affect it."
