On Thursday, members of the European Parliament approved a macro-level loan of 5 billion euros for Ukraine as part of an emergency procedure.
This is the second and largest tranche of a 9 billion euro EU support package, of which one billion euro has already been disbursed. The European Commission provides the loan to the Kyiv government on extremely favorable terms.
Ukraine's financing needs increased rapidly due to the Russian war against it, and in addition to the huge damage to the infrastructure, the country also lost its access to international financial markets.
According to the European Parliament, the EU loan "contributes to the sustainability of Ukraine's public debt and to its eventual ability to repay its financial obligations." One of the preconditions for the support is that Ukraine "respects effective democratic mechanisms".
