The Capital City Assembly discussed it on Wednesday, and now it did not agree with the new legality appeal of the Capital Government Office, according to which the General Assembly illegally named a public area after the former Socialist Prime Minister Gyula Horn in the XIII. district.

The government office once again called on the general assembly to end the existing illegal situation. In the notice of legality, it was written that, prior to its decision, the Capital Assembly should have considered whether the given name meets the condition set by this law, according to which public land or a public institution owned by the municipality cannot bear "the name of a person who, in the XX. participated in the foundation, construction or maintenance of autocratic political systems in the 19th century".

The Hungarian Academy of Sciences (MTA) wrote in its resolution dated October 26, 2022, regarding the request for court registration of an NGO bearing the name of Gyula Horn, "Gyula Horn can be considered an outstanding figure in history, but his well-known life path leaves no doubt that that he participated XX. in the construction and maintenance of an autocratic system in the 19th century".

In the debate, Attila Ughy (Fidesz-KDNP) said that it is not good for public thinking if they generate a political debate from the name and do not give the opportunity for a non-political public body to take a position on the issue.

Zsolt Wintermantel, the head of the Fidesz-KDNP faction in the capital, spoke about the fact that even in the debate on the naming of public land, doubts arose regarding the legality of the name, but then the general assembly did not turn to the Hungarian Academy of Sciences.

The politician submitted an amendment proposal and suggested that the General Assembly withdraw the designation of public land and contact the MTA.

If the Capital Assembly wants to be fair, free and transparent, if it wants to comply with the laws and regulations, then it will ask for the position of the organization authorized to do so, he said. He added: if there is any doubt about the historical judgment of a person, it should not be decided by politics, but by the body authorized to do so.

Deputy Mayor Ambrus Kiss emphasized in his answer: the general assembly must respond to the call for legality. The proposal states that the decision of the general assembly was legal, which the government office has the right to dispute, he said.

The general meeting did not support Zsolt Wintermantel's amendment proposal with 9 yes votes, 11 against and 7 abstentions. The original proposal submitted by Mayor Gergely Karácsony was voted for by 18 representatives, and 9 voted against it.

The general meeting decided in the summer of 2022 that the XIII. at the initiative of the district municipality, a promenade is named after the statue of Gyula Horn, erected in 2014, on Gyermek tér.
