The government will change its position in a total of 34 points by March, after negotiations with trade unions and churches, and the draft of the legislation called the "status law" may be presented to the Parliament in the spring or summer. Zoltán Maruzsa, the State Secretary responsible for public education at the Ministry of the Interior, explained the latest details in the InfoRádió Aréna program on Tuesday evening. He is aware that the PDSZ defines itself in relation to the current government, and that despite all the adjustments, we will never hear from the PDSZ that that, oh, that's fine - writes pestisracok.hu .

The Secretary of State for Public Education of the Ministry of the Interior spoke on InfoRádió Aréna on Tuesday evening about the ongoing negotiations regarding the regulation of teacher careers, and at the same time, the cabinet is negotiating with Brussels about EU funds for our country. The importance of the latter is that the government ties the salary increase of teachers to the arrival of the money owed to our country, and if it is paid, teachers can receive a significant increase retroactively to the beginning of the year.

"If the EU funds arrive, there will be no need for regulations or supplements, but these surpluses can be paid with a simple employer measure"

Maruzsa declared on InfoRádio.

He explained that in the new structure, there will be 5 wage bands in accordance with the previous categories and qualifications, and teachers' salaries will be determined within this framework, and school principals and heads of institutions will be able to determine the differentiated wage based on the performance evaluation. The basis of this salary system would be EU funds, which, however, according to Maruzsa, are "difficult to move".

"The European Commission also has an intention to withhold, and the opposition is also working to prevent us from receiving this money. I also signaled to the trade unions to help in this, because it is in our common interest that Hungary get access to this source"

said the state secretary about the negotiations.

The state secretary also explained that in the past period, 15 consultations were held on the draft, ten of them with trade unions, the rest with churches and other professional organizations. As a result of the consultations, the government has changed its position on 34 substantive issues since March and brought them closer to the partners' proposal , the state secretary stated. At the same time, he added that he is aware that the PDSZ "defines itself against the current government".

"It's a question of posture. Despite all the adjustments, we will never hear from the PDSZ that, oh, that's okay"

he noted.

Among the new details of the draft, the most important are:

  • also reduces the administrative burden,
  • compulsory certification, self-evaluation and individual teacher supervision will also be abolished.
  • the 22-26 hour working time frame remains
  • By 2025, the average salary of teachers may increase to 80 percent of the average graduate salary

Zoltán Maruzsa said on the radio that "exciting weeks" are ahead of him when asked about the adoption of the status law. On the one hand, due to the negotiations with the European Commission, they are confident that a significant shift will take place in the coming days/weeks.

But "there is also an intention to submit the new teacher career regulation in the spring session of the parliament". According to the state secretary, "both processes must take place in the height of summer". This is also rational because it is good to organize the changes in a "quiet state", during the school summer vacation. Thus, from September, they could start the next academic year according to these rules"
