Not everyone in the Ministry of Foreign Affairs in Kyiv likes Sándor Fegyir's gestures towards the Hungarians.
Ukraine and Russia are facing an important period: in addition to the fact that on February 24 it will be two years since the war in Ukraine broke out, presidential elections will be held in Russia on March 15-17. between, and the head of state election in Ukraine would also be due at the end of March, which was postponed due to the war. The Hungarian Nation contacted the embassies of Kiev and Moscow in Budapest regarding current political issues so that the assigned ambassadors could answer the newspaper's questions, but they received a surprising answer from the Ukrainians.
The embassy's reply revealed that Ukrainian President Volodymyr Zelenskiy did not appoint the Eastern European country's ambassador to Budapest.
Last summer, news appeared in the press one after another that the President of the Republic, Katalin Novák, and the Minister of Foreign Affairs and Trade, Péter Szijjártó, had approved the agrément, i.e. the acceptance statement, of the future ambassador, Sándor Fegyir.
Moreover, there was already someone who interviewed the new (now we know, non-existent) Ukrainian ambassador. However, in order for the diplomat to represent Kyiv in our country, he must personally come to Budapest and hand over his credentials to Katalin Novák, but for this it is essential that the Ukrainian president, Volodymyr Zelenskyi, officially appoints him to head the Budapest office.
On Sándor Fegyir's social media pages, there are no signs that he is preparing to go to Hungary, last December there were news reports that the candidate of Transcarpathian origin was being held back from Kiev.
On the one hand, Sándor Fegyir serves in the army and demobilization is not an easy process, and on the other hand, there was still no agreement about his identity in the Ministry of Foreign Affairs in Kyiv more than a month and a half ago.
Magyar Nemzet was previously informed that not everyone wants to see the improvement of Ukrainian-Hungarian relations, and they are trying to intensively drill it, since the candidate with Hungarian ancestry was also a gesture on the part of Ukraine towards our country.
István Gyarmati spoke to the newspaper about how a diplomat gets from his home country to the embassy of the host country: the former diplomat said that the appointment of future ambassadors is the right of the foreign minister and the prime minister, who - through the latter - forward their proposals to the president of the republic. The initiative is preceded by several investigations, including a national security investigation. Posting works in the case of an ambassador by asking for the consent of the host country, which is called agrément after the old French diplomatic language.
So the Ministry of Foreign Affairs of the sending country sends a request to the country where it wants to accredit the ambassador. The request will be examined, and then they will write back whether they agree or not - explained István Gyarmati.
He emphasized that the reason for the refusal does not need to be justified, but there is usually a very compelling reason behind it.
However, if they agree with the person proposed by the sending country, the receiving country usually responds within a short period of time, but it can even take months, which also does not need to be justified. István Gyarmati said that as soon as the host country has accepted the agrément, the future ambassador can already arrive in the country, but he will not be able to perform ambassadorial duties in the absence of accreditation. The accreditation process begins with the diplomat handing over a copy of the letter of credence issued by the head of state to the host country - however, the expert pointed out, it is common practice for letters of credence to be collected and handed over by several ambassadors at the same time.
