According to the article

the Belgian presidency in office and later other member states also tried at the last moment to intensify the Article 7 procedure against Budapest, but Hungary could no longer be stopped.

The report recalls the order of priorities and the slogan of the Hungarian government, which has already come under fire in Western Europe. According to the newspaper's sources, the Hungarian diplomats were more constructive in the negotiations, but did not forget to emphasize that they stand by Hungary's position.
