Sándor Pintér's ministry responded.

Teachers must take tests from the National Core Curriculum, and the results will be included in the performance evaluation, according to a draft regulation, which also limits the use of mobile phones by teachers. The Ministry of the Interior spoke about the reasons and whether they are not afraid that the reputation of the teaching profession will be further tarnished by accountability and strictures.

"Teachers should take an exam from the National Core Curriculum, and they would also limit the use of mobile phones by teachers at school after the students"

Referring to the draft decree published by the Ministry of the Interior responsible for the field of education, the paper says that teachers, teachers and kindergarten teachers must take part in a new training course in the next academic year, independent of the system of continuing education for teachers, in order to "renew" their knowledge of the National Core Curriculum and Kindergarten Education in connection with its national basic program.

According to the plans drawn up by the Minister of the Interior Sándor Pintér, who is also responsible for public education

the training and assessment must be completed between September 1, 2024 and January 31, 2025, which is organized by the Education Office with the involvement of the National University of Public Service (NKE).

According to the plans, the training will be a ten-hour distance learning course, which must be completed in the IT continuing education system operated by NKE. The regulation also applies to those who establish a new public education employment relationship by December 31 this year, but it does not apply to teachers teaching professional subjects in vocational training.

"The draft ministerial decree in question is under social consultation. Representatives of the National Pedagogical Faculty, family organizations, teachers' unions and the Hungarian Reformed Church, which is the only church to express an opinion, are holding a professional consultation with the ministry's staff.

- the Ministry of the Interior told sakmaverzum.hu .

What is the goal?

Educators employed as kindergarten pedagogues or teachers must have up-to-date knowledge of a significant amount of well-defined content regulators, which fundamentally determine their work. Continually renewing the knowledge of kindergarten teachers related to the national basic program of Kindergarten Education, the National Basic Curriculum and the framework curricula, basic programs and guidelines of those employed in the teaching profession, based on it, related to their professional qualifications, as well as ensuring that the centrally determined content regulators during their work as educators and educators carry out their profession along, is key to ensuring high-quality public education tasks

- the ministry answered the question of what the decision-makers' goal is by requiring accounting from the NAT.

The training is also necessary because in the current system of continuing education, all continuing education can be chosen, so some teachers are exempt from the general obligation of continuing education due to the freshness of their qualifications, others due to their age, and many teachers have already completed the required 120 hours of continuing education in the past seven years. With this in mind, in the current regulatory environment, this is the only way to achieve a comprehensive training that affects all teachers , they added.

It also counts for performance evaluation

In order to pass, teachers must answer fifteen out of twenty questions correctly. If the first assessment is unsuccessful, it can be repeated two more times. The completion and results of the training will also be taken into account during the new, much-criticized, performance evaluation of the teachers, also starting in September.

They restrict the mobile, but still not?

After students, the use of mobile phones by teachers would also be restricted. The draft also deals with the regulation of the use of mobile phones by teachers at school: according to this, mobile phones and other digital information communication devices can only be used for education-related purposes during lessons and other sessions, as well as during student supervision.

Exceptions are programs outside of school, or if it must be used to prevent some kind of danger, rule violation or crime and to request help.

"The establishment of uniform regulations on the use of mobile phones by teachers has become justified based on the experience of the past years, in order to ensure that the teacher does not use the device for non-educational purposes, such as writing papers or exchanging messages under court supervision"

- they answered Szakmaverzum.

In other words, the use of mobile phones for private purposes may be restricted,

since we all agree that a teacher's attention should be focused on children and education. Devices can continue to be used for educational purposes - as is reflected in the regulation of students' use of mobile phones - since the development of digital competence and the acquisition and application of conscious device use are of paramount importance

they added.

Persuasive arguments?

The Index asked the question , are they not afraid that the tightening will lead to a further loss of prestige for the teaching profession: fewer people will apply for the teaching profession and more teachers will leave the profession?

In 2022 and 2023, teachers' wages increased by 10 percent each, this year by 32.2 percent, and next year it is planned to increase by 21 percent. Almost 13,000 students were admitted to the pedagogical courses this year, twice as many as in 2022. Those who are not convinced by these facts cannot be convinced by anything

- replied the Ministry of the Interior.
