The goal of the government is that children waiting for adoption can be placed in a loving and caring family as quickly as possible.
The amendments to the law adopted by the Parliament on Tuesday will help university students have children, open a new chapter for the development of Budapest dormitories, and also speed up adoption - Veronika Varga-Bajusz, State Secretary for Higher Education, Vocational and Adult Training, and Youth, is quoted in a statement from the Ministry of Culture and Innovation.
The law on the amendment of certain laws on higher education, family affairs and culture, adopted by the Parliament, contains the results of the negotiations of the past months.
The amendment to the law also addresses the career building and study needs of students with young families, since married students who have children can enjoy the benefits of the state scholarship until the age of thirty, so they do not have to pay self-costs, and self-funded students must be reclassified to state scholarship training.
For doctoral students with children, the amendment allows them to extend the deadline available for submitting their doctoral thesis, but as parents they would also be entitled to the home care fee for the children.
Students raising a child under the age of 14 are entitled to an individual study schedule so that they can properly combine their studies with taking care of their child.
The everyday life of university students is helped by the introduction of rules for the use of artificial intelligence, which is increasingly present today. One of the priority measures of the new economic policy action plan is dormitory development. In response to the needs of the students, progress is also being made in the case of dormitories, since
the previous Fudan Foundation will continue its operation as the Tudás–Tér Foundation and will become an active actor in the development of the Student City, so it will also have the public task of creating a student quarter with at least 12,000 places, the announcement highlights.
At the proposal of the Budapest University of Technology and Economics, the higher education regulation is supplemented by the fact that, at the initiative of the university, a state-owned business company can be the maintainer of the university, the right of asset management is guaranteed to the institution for a long-term, fixed period, and the funding is in the framework of a task financing contract, in the form of performance incentives .
Clearly visible results show that with the change of model, the universities would improve both from an educational and scientific point of view," the ministry points out, highlighting: an example of this is that the Budapest University of Economics has reached the university criteria, so in the future it will continue its activities as the Budapest University of Economics.
The goal of the government is that children waiting for adoption can be placed in a loving and caring family as quickly as possible. The current amendment to the law further strengthens the legislative amendment that entered into force in the summer of 2024, so in the future, instead of the county and national lists, the most suitable adoptive parents for the child can be selected from a single adoption waiting list. While 735 children were adopted in 2010, in 2023 1,229 children found families through adoption, and the number of adoptions is expected to rise further this year.
As a result of the consultation with the National Cultural Council, the use of resources for culture becomes more efficient,
and reflecting on changing cultural habits, transitions between genres become possible in the new dormitory structure, so a total of 7 permanent dormitories will operate in the future. In addition, the rules for the use of the remainder necessary to ensure continuous financing were also recorded, the announcement reads.
