György Soros infiltrated the European Court of Human Rights (ECHR). This was reported and discussed in an article divided into eight chapters by the French conservative magazine Les Valeurs Actuelles. The author of the article refers to the research of Grégor Puppinck, head of the European Center for Law and Justice (ECLJ). It details how the American-Hungarian billionaire has been influencing and lobbying in the ECtHR with the cooperation of civil organizations for about twenty years.

In the first chapter, following Puppinck, who mapped the relations with civil organizations in the biographies of the 100 judges of the European Court of Justice who have been in office since 2009, the author reports on Soros judges, among whom he mentions the Hungarian university professor András Sajó, one of the founders of the Central European University .

The latest news is that, in response to the written question of parliamentarians in the Council of Europe, the Ministerial Committee reiterated that it insists on the independence of the judges of the European Court of Human Rights and is considering additional means of control. A recent report condemned the excessive representation of some NGOs in the ECtHR.

MEPs pointed to the risk of conflicts of interest among judges of the European Court of Human Rights, supporting the conclusions of the ECLJ report, which showed that of the approximately one hundred judges who sat on the ECtHR for ten years, twenty-two were from the same non-governmental body or funded by it. It came from the Open Society Foundation. This particular report listed 88 cases in which a non-governmental organization belonging to the Open Society Foundation was able to influence the judgment in some way, and where at least one of the judges came from the same "circle".

One of the measures suggested in the ECLJ's report was: "Ask ECtHR judges to declare their interests upon taking office."

Previously, the names of several NGOs known in Hungary also came up in the case.

For example, seven judges cooperated with the Helsinki Commission, including the Bulgarian Yonko Grozev , who was elected president of one of the ECHR's panels. The Soros Foundation likes to support the branches of the organization operating in some countries. The Bulgarian Helsinki Committee received 460,000 dollars in 2016 and 320,000 in 2018. The Hungarian organization received 610,000 dollars in 2016, and 50,000 dollars in 2018.
