The Union is particularly concerned that consensual same-sex relationships are criminalized in 69 countries, and that homosexuality still carries the death penalty in 11 of them.

Borrell highlighted that violence and discrimination against LGBTI people has become even more intense as a result of the coronavirus epidemic, which takes the form of relationship violence, online and offline hate speech and hate crimes, among other things. They often face stigma and discrimination when using health services. The number of arbitrary arrests and detentions of human rights defenders supporting LGBTI persons, physical attacks against them, and the resulting psychological trauma has increased. Such actions are unacceptable and cannot go unpunished.
