László Kövér called it a national interest that the latest amendment to the Basic Law gives the government the authority to make a quick decision due to the ongoing war in the neighborhood.
The Russian-Ukrainian war "has resulted in a humanitarian situation not seen since the Second World War" and has also changed the European economic outlook. In order to deal with and defend against these challenges, Hungary must ensure the possibility of developing effective, fast national responses, wrote Judit Varga, Minister of Justice, who submitted the 10th amendment to the Basic Law to the Parliament on Tuesday.
The legal status of the state of emergency is being expanded
The proposal published on the website of the parliament on Tuesday expands the legal status of the state of emergency, as Gergely Gulyás, the minister in charge of the Prime Minister's Office, previously indicated.
The proposal for the tenth amendment of the Basic Law contains two articles, the first amends Article 53 of the Basic Law on the declaration of a state of emergency, according to which the government is also pivotal in the event of an armed conflict, war situation or humanitarian disaster in a neighboring country in addition to an elemental disaster that threatens the safety of life and property. may introduce extraordinary measures defined by law. The second article of the proposal harmonizes with the same the previous amendment of the Basic Law, which will enter into force in 2023.
The first article enters into force the day after its announcement, the second on July 1, 2023.

Regarding the amendment of the Basic Law, he highlighted: one of the world's most powerful nuclear powers is at war in our neighborhood, it is in the national interest to give the government the opportunity to make a quick decision, without having to go through the parliamentary procedure when enacting a law. The model is the same that was used during the pandemic, the previous emergency measure worked, he said.
The most important thing to do is to be able to preserve the results and the relative position that Hungary has achieved in the last 12 years, including security of existence, support for families and the security of the country.

What is happening in Ukraine, according to many - which he said he "tends to agree with" - is actually not a Russian-Ukrainian war, but a Russian-American war and the prelude to an American-Chinese geostrategic clash. The possible consequence and purpose of this is to separate Europe economically and politically from Russia and Asia.

He said: for 32 years, the world and Europe, the European states, were led by people who were talented politicians with a large format and vision. Those who lead Europe and the Western world today are "terrible caricatures of this generation," he declared.
Some of them do not even understand the questions, let alone be able to give answers to the challenges, some of them are blackmailed, bought, corrupt, characterless figures, some of them are the beneficiary participants of the global elite, according to whose script the federalization of Europe is taking place. And some of them are the remnants of the old, older generation, who cynically - even though they know what they have lost - still take the remuneration. There are very few people who understand what is happening, and there are even fewer people who are brave enough to articulate this and cooperate with those who share a similar opinion, he added.
He also touched on:
the Visegrád cooperation was not affected well by the fact that there was a change of government in the Czech Republic and Slovakia and that the foreign affairs leadership is given by a party that is not committed to the cooperation of the V4s and does not consider it to be of primary importance.
Due to the war, the Polish-Hungarian axis, which seemed strong before, lost a little of its tensile strength, but the President of the Parliament does not see the problem as irremediable if they return to the starting point.
László Kövér assessed the fact that far more than the representatives of the governing party alliance, 170 people, supported his election as: "a thirty-year-old tradition", an unwritten rule was enforced again after a long time. He mentioned that part of the opposition is motivated to return to normal operation. He noted: the left-wing opposition did not leave in a unified manner at the inaugural session of the parliament on Monday after the swearing-in.
As he said, he reads this as meaning that a new chapter can be opened in the cooperation between the opposition and the governing parties after 2010. If the opposition is open to this, then the governing parties are "inclined to do so".
The Speaker of the House does not want to change anything in the functioning of the Parliament, in the management of the House, if he does not have to.
There is no reason for them to touch the house rules now
- he said, but he did not rule out the possibility that a problem would arise during the journey, which would require this to be done.
In his opinion, the coronavirus epidemic did not disrupt the political work in the Parliament, and the legislature did not suffer a disadvantage.
Regarding the wage increase for teachers and law enforcement workers, he indicated: for 32 years, they have been trying to "make an aquarium out of fish juice again", but it is not going very well. Those who started the wage increase are now back at the end of the line. In the short term, this issue must be resolved and their legitimate wage demands must be raised again, salaries must be raised to make the teaching career attractive again, he said.
According to his assessment, it was difficult to be in the opposition in the last 12 years, one group of them was part of the destruction of the country, the other part of them wanted to oppose at all costs. They could not distinguish the important from the unimportant, there were also problems with intellectual ability, they are behind the failure of the opposition, he believed.
László Kövér called it evidence that János Áder is no longer in his capacity as head of state, within an informal framework, but should continue the nature conservation work he has started.
