Parking machine business in Zugló: Csabá Horváth re-contracted with the former company of András Kupper, who was convicted of fraud

His self-governing municipality cannot deviate from the well-trodden path. The purchase and operation contracts for automatic parking meters concluded in 2017 and 2020, which in both cases caused a great storm, expired this year. The municipality issued a new tender, but the result was the same again. The district once again commissioned C-Ware kft. to "ensure that the parking meters are ready for use". The contract for daily inspection, maintenance, occasional troubleshooting, and the elimination of damage caused by vandalism is valid for one year and has a net value of HUF 168.7 million, Népszava reports.

"We had no choice. We did not extend the contract, rather we started a new public procurement procedure. Only one offer was received for the tender, from C-Ware Kft. Csaba Horváth , to Népszava's question , who also referred to the municipality's "rock-solid economic and customer interests" when signing the contract in 2020.

C-Ware may not be the only returning company in the ranks of parking in Zugló. At that time, Gergely Karácsony from the head of the district, that he also ordered a parking management software, through which they could have outsourced Sessionbase Kft ., which is considered the main supplier in this field in the capital, but the Horváthés ended up buying Sessionbase's service for 192 million for 2 years, saying that their own development was not completed. The Sessionbase contract, which had expired in the meantime, was extended until the end of the year, and the Zugló representative body decided in May to issue a tender for the procurement of software to support parking operations starting in January 2023. The estimated value of the purchase is 352 million forints for 3 years, 9.8 million forints per month. They are currently paying 8 million per month. As previously reported by the press, Sessionbase contracts with a very large price difference: in some places the monthly fee is HUF 14.5 million, while in others it is HUF 1.4 million.
