The situation of one-meter, multi-apartment properties is being sorted out, and families who build attics with concrete will also receive help, Magyar Nemzet reported.

A new regulation gives multi-apartment but single-meter gas quantities at multiple discounted prices, which are not in condominiums or housing cooperatives. The decree published in the recent Hungarian Gazette introduces the family consumer communities . According to Bank360.hu's analysis, this can be applied if there are more than four "residential units" on a property that is not classified as an apartment building or housing cooperative. Upon request, the clerk of the settlement must issue an official certificate of this within eight days.

When issuing the certificate, the actual condition must be taken into account, and the notary must assume the legal use of the building. If there are more (maximum four) apartments on the property, the certificate must be issued.

The certificate is only good for utility reduction According to the regulation, the certificate can only be used for the use of the reduced utility gas price, so it cannot be "flagged" in other procedures, for example to certify the apartment qualification.

Bank360.hu drew attention to the fact that such a request for a certificate has the risk that, although the clerk will issue it for the reduced gas price, it is possible that during this process he will detect the illegal use, a condition that may cause inconvenience to the owner and the people who live there. .

In the case of one (i.e. common) meter in possession of the official certificate, the amount of gas at a reduced price is as many times as the number of apartments listed in the document. Without such an official certificate, the discounted quantity is only per meter hour (metering) (except for apartment buildings with common gas heating and housing cooperatives, which are subject to separate rules).

In possession of the certificate, the excess quantity can be requested from the gas supplier, which applies proportionally from the first of the month following the submission of the request (this applies to the annual quantity compared to August). The annual discounted quantity is currently 63,645 MJ/year (1,729 cubic meters/year) per measuring point. Therefore, if the notary issues the official certificate for several apartments, this amount must be multiplied by the number of apartments included in it. The service provider will proportion this to the number of months and, depending on the form of reading and payment, to the gas consumption characteristic curve.

The applicant must assume criminal liability and compensation for the fact that the apartment number in the application is real. If, during an inspection carried out at the request of the service provider, the acting authority (notary, building authority) finds out that this is not the case, then you can expect a serious penalty, because the amount used without authorization must be one and a half times the market price (which is already many times the discounted price) pay. The discounted gas price is currently HUF 2,865 gross/MJ, while the market price is HUF 21,416/MJ until the end of September, and HUF 22,002/MJ from October to the end of December.

An important element of the decree is that it also gives an additional discounted amount of gas to those who use the family home building discount (csok) for attic installation. Eligible persons can receive this by presenting a certificate of support for housing state aid. This practically doubles the discounted amount in residential properties with one meter but with an attic.
