The obligation to report dug and drilled wells, as well as wells used for agricultural irrigation, will no longer be required, and licensing will not be required. There is already a motion to amend the licensing rules before the Parliament.
parliament the bill that exempts domestic wells established without a license before January 1, 2024, which are no deeper than fifty meters and do not touch the waterproofing layer, from the licensing obligation, reports Hvg.hu. At the same time, a permit is still required for the establishment of new wells.
draft law on the amendment of the Water Management Act could be commented on until May 10. Based on the national map of the areas to be protected from the point of view of water resources, the proposal stipulates as the main rule that domestic wells that are not deeper than fifty meters and do not touch the first water-tight layer can be established, operated and eliminated by notification to the water authority. However, the draft also distinguishes areas that do not represent a risk from the point of view of water resource protection, in which case
considers it unnecessary to maintain the licensing obligation for domestic wells.
According to the justification, such wells do not cause a significant environmental impact, they do not threaten the good quality of the current or future water bases that provide drinking water supply, nor the extraction of water from them. As a result, wells for domestic and agricultural irrigation purposes, which were established without a permit before January 1, 2024, are no deeper than fifty meters and do not touch the first water-tight layer, the draft law completely exempts them from the licensing obligation, and they are considered to have been legally established.
