According to the rationale

"the legal and professional scope of the territorial development minister, who has not had an independent work organization until now, will be greatly expanded with the creation of an independent ministry".

Tibor Navracsics previously mentioned that they are negotiating with Viktor Orbán on the creation of a new ministry, which he would be the head of. He confirmed this to atv.hu most recently at the beginning of October.

The reorganization associated with the creation of the new ministry will mostly affect the ministry of Gergely Gulyás

According to the draft that has just been submitted, Navracsics, who is responsible for regional development and EU resources, will be given the public administration portfolio from the Prime Minister's Office, while the portfolio of Gergely Gulyás will in the future carry out purely political tasks. The new ministry

"created by separation from the organization of the Prime Minister's Office".

This will not be Navracsics' first public administration portfolio

In the 2010 Orbán government, Tibor Navracsics was also responsible for public administration as Deputy Prime Minister and Minister of Justice. In the cycle between 2010 and 2014, he was responsible for the area under the leadership of the Ministry of Public Administration and Justice (KIM).

In October, the minister stated to atv.hu that his competences related to EU resources will not be affected by the planned transformation.
