The attacker was a "soldier of the Islamic State" who carried out the attack "out of revenge for Muslims in Palestine and everywhere," the ISIS letter reads.
German authorities confirmed the arrest of the main suspect in a knife rampage in the western German city of Solingen early Sunday morning. The attacker killed three people and wounded eight.
The 26-year-old man admitted to committing the crime, the authorities said. The Düsseldorf police and the federal prosecutor's office said: "the involvement of this person is currently the subject of an intensive investigation." A state official announced on German television late Saturday night the capture of the man authorities had been searching for in the 24 hours since the attack.

The attack, claimed by Islamic State, took place on Friday night during a festival celebrating the city's 650-year history. Ironically, the event was celebrating diversity.
According to the authorities, the perpetrator killed three people - a 67- and 56-year-old man and a 56-year-old woman - and wounded eight others.
Der Spiegel news magazine, citing previously unidentified security sources, reported that the suspect was Syrian and that his clothes were stained with blood.
The police did not want to comment immediately. According to a statement released by the Islamic State's Amak news service, the attack was carried out by one of their members, who
“take revenge for the Palestinians and Muslims elsewhere”.
However, the jihadist group's statement was not supported by any evidence, nor did it reveal how close the attacker was to the Islamic State. Hendrik Wuest, the prime minister of North Rhine-Westphalia, described the attack as an act of terrorism on Saturday.
