According to the government decree, names must be presented, even if the money comes from a company or other organization.

In 2017, for the first time, the government tightened the obligation of civil organizations to report on donations received, this was the so-called "civil law" which was found illegal by the EU Court of Justice, so the Hungarian parliament revoked it this year. As the Precedent wrote at the time, in the lawsuit, Hungary referred to the law that the regulation is necessary, on the one hand, to increase the transparency of the financing of civil organizations, and, on the other hand, to maintain public order and public safety (referring, among other things, to money laundering, terrorist financing and organized also to optimize efforts to reduce crime).

That is why another law was passed instead of the annulled law, according to which organizations with at least HUF 20 million are audited by the State Audit Office every two years. Pursuant to the government decree published on Wednesday and effective from Thursday, the possibility of anonymous donations to non-governmental organizations will cease in Hungary, and associations and foundations must now indicate from whom how much money they received, and must send the data to the government every year.
