According to the announcement of the ITM, the government would bring the world's 31st best university to Budapest in order to strengthen the competitiveness of domestic higher education and provide modern training for young Hungarians. In accordance with the decision of the National Assembly, a public interest asset management foundation will be established to support the establishment of a world-class, research-oriented university.

The task of the foundation is preparation, after the preparation of impact studies and plans, the construction of the university will be decided by a referendum. The process of registering the foundation began with the submission of the application. The preparation of the investment can be managed by a five-member board of trustees headed by government commissioner László Palkovics. If the planned development is implemented, Hungarian and Central European students would be able to study in Budapest and obtain a degree at the international leading institution. With Fudan's domestic role, Hungary can become a regional knowledge center.

The chairman of the foundation's board of trustees is László Palkovics, the government commissioner responsible for the realization of the Budapest Student City and the creation of the operational environment of the Hungarian higher education institution to be founded with the participation of Fudan University. The members of the board are Cecília Szilas, former ambassador to Beijing, then deputy state secretary, currently chief adviser to the prime minister, Levente Horváth, chief adviser to the president of the Hungarian National Bank, ministerial adviser Iván Kovácsics and Sándor P. Szabó, head of the Department of China Studies at the National Public Service University.

By the end of 2022, the government will report to the Parliament on the preparation of Fudan Hungary University and the expected costs. A decision on the implementation will be made after the detailed plans are known and the opinions of the stakeholders have been sought.
