In 2011, the civilian government set itself the goal of creating the solidity of public conditions in Hungary, the safety of the law-abiding citizen, the public tranquility that forms the basis of building a welfare society, ministerial commissioner István Kónya, who was previously the deputy president of the Kúria, told Magyar Hírlap . He added that this penal policy made it clear that the state stands in solidarity with the victims of crimes, is on their side, and considers human life to be the most important value. Details from the interview.

– What was the state of law enforcement and justice during the change of government in 2010?

- At the beginning of the 2000s, the detection of crimes overburdened the investigative authorities, and the mass of accusations raised because of them overwhelmed the courts, increasing the number of completions that took more than a year or even two years. All of this shifted the time of the punishment from the time of the commission, which worsened the requirement of timeliness and prevention. If we examine the numbers, it is also clear from them that in 2010 both law enforcement and the judiciary were in a serious situation. In the year of the change of government, the number of crimes registered in the police procedure jumped to over 400,000 and rose to 2,120. After the peak, it started to decrease drastically, with the exception of 2016, tens of thousands fewer crimes were registered than before.

"Which year marked the milestone?"

– The number of registered crimes dropped below two hundred thousand for the first time in 2018, and it has not exceeded this threshold since then. In 2019, the number of registered crimes represents a decrease of about seventy percent, or more precisely, an improvement, compared to the negative peak of 2012.

– How can the aforementioned preventive effect be promoted?

– As György Barna Senyei, President of the National Court Office, pointed out: the closer the punishment is to the commission of the crime, the greater its preventive effect. Prolonged cases also delay the compensation of the victims, so the creators of the criminal law are constantly looking for ways to finish cases faster. As the results show, the efficiency of detection and the reformed penal policy have brought their results within a few years. The number of crimes has decreased to an unprecedented extent, and court proceedings have sped up spectacularly.
