European Union member states have agreed on new sanctions against Russia, the European Commission, in consultation with its partners, will finalize the package of restrictive measures as soon as possible, Ursula von der Leyen, President of the European Commission, said on Tuesday.

Ursula von der Leyen stated at her early evening press conference: Russia caused the crisis, Moscow alone is responsible for the current worsening of the situation.

The EU sanctions package is a clear response to Russian violations of international law. The austerity measures are aimed at individuals, companies and banks involved in the illegal decision, said the President of the European Court of Justice.

"We ban trade between the two separatist regions, Donetsk and Luhansk, and the EU, and limit Russia's access to the capital and financial markets and services of the EU," said the president of the EU commission.
