The European Parliament called on the European Council to agree to start a review aimed at amending the EU treaties.

In the resolution adopted with 355 votes, 154 against and 48 abstentions, in view of the current and recent crises, using the parliamentary right to revise the treaties, the MEPs requested changes in the EU treaties. In their opinion, the regulations for council votes should be revised in order to improve the Union's ability to act. Among other things, there should be a switch from unanimous decision making to qualified majority decision-making, for example in the area of imposing sanctions, in the case of so-called bridging clauses and emergency situations.

According to the EP, EU powers should be amended, especially in the areas of health and cross-border health threats, in the implementation of an energy union based on energy efficiency and renewable energies, formed in accordance with international agreements aimed at mitigating climate change, in the areas of defense, social and economic policy. The European Parliament should be given the power to initiate, amend and withdraw legislation and become a full-fledged co-legislator during the budget procedure, they emphasized. They stated: the procedure protecting the basic values of the union should be strengthened, and the method and consequences of establishing violations should be clarified.

The EP resolution will be presented to the heads of state or government of the 27 EU member states. The leaders of the member states can decide by a simple majority to convene a convention made up of European and national parliamentarians, commissioners and EU leaders. According to the EP, this is necessary so that, based on the results of the conference on the future of Europe, citizens' expectations are met as soon as possible.
