According to Manfred Weber, the natural gas arriving in the European Union (EU) must be fairly distributed among the member states, and due to the limitation of Russian gas deliveries, an extraordinary EU summit must be held in July. The president of the European People's Party, who has seen better days, spoke about the big issues of our time, from binding solidarity to the missile defense systems to be built around Berlin.

In an interview published in the German newspaper Der Tagesspiegel on Sunday, the president of the European People's Party (EPP) emphasized that the EU is not a party to Russia's war against Ukraine, but is a "war target" because Russian President Vladimir Putin "hates our way of life" and "repulsive" upholds freedom, democracy and the rule of law". Therefore, "we have to expect a difficult winter", because based on the activities of the Russian head of state so far, it should be assumed that he will further limit or even completely stop natural gas deliveries to the EU, and we must prepare for this now, added Manfred Weber. As he said, the European Council, which brings together the heads of state and government of the member countries, must hold an extraordinary meeting in July, at which they will prepare the EU's "emergency care" for autumn and winter.

It is absolutely necessary to decide on "mandatory energy solidarity", the German politician underlined, explaining that the "confusion" created in the first phase of the coronavirus pandemic, when everyone closed the borders and "Europe failed", must be avoided. Instead of the hectic crisis management characteristic of the beginning of the epidemic, it is necessary to work with foresight, to prepare, to develop "mandatory mechanisms" for the "solidary" use of the natural gas in the reservoirs, so that "everyone does not only care about themselves," said Manfred Weber.

These mechanisms must work in the fall, when things get really serious, said the leader of the EPP, which unites the EU's center-right parties. According to the politician, the extraordinary EU summit must decide on "mandatory measures aimed at the fair distribution of gas". The gas reservoirs operating in the territory of the community must be operated jointly, because it would be unacceptable for the "lucky" member countries to start the autumn-winter period with filled reservoirs and others with energy shortages . Procurement must also be managed jointly, as consumer prices would decrease if EU members purchased natural gas together, Manfred Weber said.

In response to the suggestion that all of this does not seem to be easily feasible based on the EU treaties, he pointed out that the Treaty of Lisbon, which regulates the operation of the Union, really only provides limited powers in the energy sector, but this was also the case in the case of the coronavirus pandemic, and yet the EU jointly obtained the vaccines. He added that the EU must be reformed because it is not prepared for the "storms" and trials of the present.

Among other things, he explained that "groundbreaking" solutions similar to joint borrowing to offset the economic effects of the epidemic must be used for the coordinated operation of the defense industry, because a "European defense pillar" must be built within NATO. If the missiles launched from Kaliningrad can reach Warsaw, Berlin and Copenhagen, it is not enough, for example, to install a missile defense system around Berlin at the member state and national level, he underlined. He also spoke about the need to break with decision-making based on complete consensus in foreign and security policy.
