German Green Party MEP Daniel Freund - who recently broke the record for daily bans - asked Charles Michel, head of the European Council of Heads of State and Government, to exclude Viktor Orbán from the participants of the summits where important decisions are made, as "Hungary can no longer be considered to democracy ".

Michel states: the composition of the European Council is determined by the EU Treaty. According to this, the institution is made up of the heads of state or government of the member states, the president of the board and the president of the European Commission.

The member states must decide whether they are represented and also whether there are reasons why their head of state or government cannot participate in the summit meeting - continued the ET president, adding that neither the European Council, neither its president can decide who is the member state or prime minister level representative based on national law, replied Charles Michel to the Green Party MEP.

However, lawyers point out that the EU treaty does allow for the exclusion of a manager from the board. At the end of the famous seven-article procedure, for example, the member states can decide that the representative of the given government cannot participate in the meetings of the European Council, writes Népszava.

Known: The procedure against Hungary has been ongoing since 2018, but it is still only in the dialogue stage.
