At the Lugano conference on the reconstruction of Ukraine, Prime Minister Denisz Smihal spoke about the fact that Western countries seized about 300-500 billion dollars of Russian assets during the punitive measures, and that this money, according to him, could be used for the reconstruction of destroyed schools, hospitals and apartments .

Switzerland, which according to its May report has so far seized a total of 6.3 billion francs of Russian assets subject to sanctions, opposes its automatic transfer. Ignazio Cassis argued that the protection of private individuals against state power is extremely important, and that a legal basis must be created for the confiscation of property.

"Under the rules in the vast majority of democracies ... we can freeze or freeze assets to trace their origins," Cassis said. In addition, issues such as the proportionality of the measures and the relationship between the money in question and the war in Ukraine need to be clarified.
