The recently adopted law paves the way for general mobilization, but it is not yet known whether preparations for total war are taking place, or whether Russia intends the measure as a deterrent, The Moscow Times wrote

The State Duma, the lower house of the Russian parliament, voted unanimously for the bill, and the upper house of the Russian parliament, the Federation Council, is expected to pass the bill today, according to state media.

Observers believe that

THE PASSAGE OF THE LAW PAVES THE WAY FOR A GENERAL MOVEMENT.

The law also provides for up to 15 years in prison for committing acts of war, including surrender. Desertion during mobilization or wartime will be punishable by up to 10 years.

THOSE WHO REFUSE CONSTITUTION CAN BE JAILED FOR UP TO THREE YEARS DURING WAR. 

The draft law introduces the concept of "mobilization, state of war and wartime", which was not previously mentioned in the Russian criminal code, said human rights lawyer Pavel Chikov, who was the first to report on the Duma's draft law.
