According to the parliamentary negotiating position adopted at the plenary session of the European Parliament in Brussels with 471 votes, 90 against and 53 abstentions, the EU member states must submit the amended national recovery plan after the law enters into force, in which the energy saving measures proposed in the EU REPowerEU energy plan, as well as clean energy production and diversification of energy sources would also be included.
According to the MEPs, the energy chapters of the national plans will have to pay more attention to the eradication of energy poverty in the EU, primarily to needy households, micro, small and medium-sized enterprises. Instead of the market stabilization reserve, the representatives indicated the national emission units previously sold in the EU emissions trading system as the source of the EUR 20 billion support proposed by the European Commission.
In addition, I would like the EU committee to find additional resources to finance the relevant steps by flexibly managing the unused resources of the 2014-2020 budget cycle.
The additional resources would be distributed among the member states depending on the individual countries' dependence on Russian energy, the increase in household energy expenditure and the proportion of fossil fuels in the gross domestic energy consumption. When implementing the new measures, the member states should also take into account the views of local authorities, civil organizations and social partners, they stated.
The MEPs also called on the member states to ensure that 35 percent of their measures under the REPowerEU plan have a cross-border dimension even if only one member state is involved in the implementation. The adopted text is the initial position of the EP during the negotiations with the member states.
