The police clarified an important point about the rule change affecting all Hungarian drivers.

Currently, the police can impose a fine ranging from five to fifty thousand forints if a motorist cannot hand over his driver's license or the car's traffic permit. However, a new era begins next year: according to the new rules

NEXT YEAR, FROM JANUARY 1, YOU DO NOT HAVE TO CARRY YOUR LICENSE AND TRAFFIC PERMIT WHEN DRIVING IN HUNGARY.

The vehicles will be identified based on the central register, based on the license plate number, but

THIS DOES NOT MEAN THAT IT IS NOW POSSIBLE TO TRAVEL WITHOUT DOCUMENTS.

XXXIV of 1994 containing the details of identity verification based on the police's decision sent to Origo. the law remains the governing law, § 29 of which states:

The holder of the certificate is obliged to verify his personal identification data in a creditable manner. In addition to the identity card, identity is confirmed by any official identity card that contains the data required for personal identification.

In other words, the traffic and driver's license can really stay at home from January 1, but in the absence of a driver's license, a (different) document will still be needed that contains the data necessary for identification, and this must also be handed over to the police in case of identification.
