The Capital Assembly violated the law when it named a public area after Gyula Horn in the XIII. district - the Government Office of the Capital City of Budapest told MTI on Tuesday.

They wrote that according to the Local Government Act, public land cannot bear the name of a person who participated in the foundation, construction or maintenance of the autocratic political systems of the 20th century.
In its resolution, the Hungarian Academy of Sciences (MTA) confirmed,

"Gyula Horn's life journey leaves no doubt that he participated in the construction and maintenance of an autocratic system".

The Budapest government office had previously called on the Budapest General Assembly to ask for the MTA's opinion, but the municipality did not do so. The academy's opinion was therefore requested by the government office. Based on the scientific opinion, it is clear that the decision of the Metropolitan Assembly violates the law. In compliance with its legal obligations, the government office appealed to the Capital Assembly for legality, in which it asked it to put an end to the illegal situation, the statement reads.

Sára Botond, as the head of the government office, called on the general assembly to change the name within thirty days. However, the Capital is not willing to do so, because they think their procedure was legal.

There is only a small problem with the beginnings, because it is impossible that they would not have known that the former puffball played a large part in the construction of the autocratic system called socialism. They had to know that a public area cannot be named after Horn, because this game had already been played by a lawyer living in Lakitelek. He requested an expert opinion from the MTA, according to his confession, specifically to prevent such naming from occurring.

The MTA's expert opinion can be read above, which was certainly known in the capital as well. And if they knew about this - and they certainly did - it would have been pointless to ask the MTA the same question again. They didn't even ask because they knew the answer, but they didn't like it.

Thus, it is not an exaggeration to say that the Metropolitan Municipality may have deliberately violated the law. Of course, they may think they can. On the other hand, you, a simple civilian, will be killed if you do the same.
