Should Ukraine receive an EU war loan while Hungary has not yet received the EU development funds it is rightfully entitled to? The seventh question of the national consultation is about the support of the EU war loan of 50 + 20 billion euros. In April 2022, the Hungarian electorate voted for peace against the pro-war leftist proposal, and in the spirit of this, Budapest has already achieved the transfer of part of the money intended for killing to peaceful purposes.

In Ukraine, only the bad weather slows down the Russian attack, as the winter frosts set in, the Kremlin's troops start again. Since Russian President Putin visited the headquarters of Russian operations in Ukraine in Rostov-on-Don for the second time, the Russian army has been attacking in several directions regardless of losses, and the capture of the strategically important city of Avdijivka is only a matter of time. According to their "custom", the Ukrainians launch their smaller and smaller "counter-attacks" before the supporters' conferences, just now they crossed the Dnieper with infantry units at Kherson, but without armored support, this will remain just a pinprick.

The American Republicans have already adopted the second transitional budget, so that Ukraine does not receive a single cent from it. There is little chance that it will be different in January, they consider Ukraine to be "the business of the Democrats" and anyway they do not want to "take a loan from China to pour the money into a bottomless barrel". The Europeans remain, who should now take over the costs of the war in Ukraine for the period 2024-2027. Fifty billion euros would go to support budget expenditures, twenty billion to the war.

The EU war loan to be provided to Ukraine is going against the opinion of the majority of the population in more and more member states, as well as the fatigue of war and sanctions. End of the Century Europe project clearly show the Europeans' desire for peace. The Hungarian and now the Slovak government are also skeptical about sending weapons aimed at prolonging the war. Budapest once succeeded in having the Hungarian part of the war fund called the European Peace Facility be used for humanitarian assistance and the costs of the fight against migration instead of war. Perhaps even now there is an opportunity to use at least the Hungarian part for similar purposes.

Also on the table is the Hungarian proposal that Ukraine should receive only 25 + 10 billion euros now, and that the other half of the war loan should be decided at the end of 2024. Whatever the outcome, the Hungarian position is clear and fundamentally unchanged: instead of prolonging the war, a cease-fire and peace negotiations are needed!
