The period of the previous leadership of the University of Theater and Film was characterized by massive omissions and sometimes violations of the law, according to documents obtained by the Hungarian Nation. Due to the above-mentioned deficiencies and omissions, many students may suffer a disadvantage during their university years, but even after graduation.
It is clear from these that due to the incomplete and non-standard registration of the documents, diplomas could be issued to virtually anyone, even more than one student, from several majors. They did not keep the students' main sheets and the register of the teachers' personal materials. In many cases, the lessons were not recorded or only on paper, which the left-wing press claimed to have been held regularly and certified. All of this created opportunities for abuse, and the students can drink the juice.
The previous leadership of the University of Theater and Film Arts (SZFE) left behind serious shortcomings in the field of education, Magyar Nemzet has learned . According to the documents that came into our newspaper's possession, neither the education organization, nor the strictly accountable documents, nor the study system were handled properly.
The documents with strict accounting were not in a closed place, anyone could access them. The documents also revealed that the disposal register of these documents was also incompletely kept. This can provide an opportunity for abuse, since if the serial number of the form is not recorded either before or after the diploma is prepared, practically anyone can prepare such a document.
The fact that the serial numbers of documents with strict accounting were not listed in the database of the Neptun study system used by universities in many cases can also provide an opportunity for abuse, they were only recorded individually during processing.
Thus, it is not surprising that the serial numbers of issued diplomas are largely missing from Neptun, even though this is also a requirement. All this means that it is difficult to follow who received a certificate and who did not.
In this way, one person could even be issued with several diplomas, even from several majors, which also raises the possibility of abuse.
There was no one to print a certificate
One of the documents obtained by our newspaper also reveals that after the diploma maker resigned in July 2020, neither the education organizers nor the head of department could print diplomas after his departure. According to the rules, the diploma must be prepared within thirty days after the final exam, and this was consistently not followed.
They did not keep the students' master sheets, and even the template for this was not recorded in Neptun, even though that is also an official requirement. Failure to do so may have serious consequences in the future, as the master sheet replaces the "registry" that was previously mandatory, which contains all the data and results of the participant in the given training.
Concerned administration
The educational organization department of the SZFE did not make a copy of the diploma annexes, the so-called Eupass documents, which the graduated students receive from the institution, and which show what knowledge they acquired during their studies. In addition, copies of the annexes were not made, and they also failed to archive them, even though they are mandatory.
If the student loses the copy of this appendix that he received, it cannot be replaced. Another original must be created in Neptun, with a new serial number, so the administration becomes anxious.
As an additional shortcoming, the documents state that the diplomas issued and mailed to foreign students after the summer 2020 final exams are not for the training that the students actually completed.
The diplomas of a part of the year graduated last spring were not copied, so the educational organization department could not say in November who received a diploma after the summer final exams. In addition, the documents of the graduated students were not or more than once incompletely stored and archived.
Instructor omissions
It also happened that the education organizers recorded the sum of students' marks in the study system, even though this is the mandatory task of the lecturers according to the Higher Education Act. As it turned out, the majority of the instructors did not even use Neptun's interface, it happened that a year passed between their two accesses to the system.
In several cases, the lessons were not recorded or only on paper, which the left-wing press claimed were held regularly and documented.
For accreditation reasons, it is also illegal to include department heads and subject-responsible instructors in Neptun who were not officially full-time employees at the institution.
In addition, they did not keep the register of the teachers' personal materials, which the Office of Education considers a public database, so the previous management of the SZFE committed a serious violation in this regard as well.
The documents obtained by the Magyar Nemzet also show that several education organizers did not keep records of student payments, so there is a risk that the given student will not be able to enroll for the next semester. There was also such a serious error that the student's grade was recorded after setting the date of the final exam. It also happened that the student did not have the required number of credits, could not receive a diploma, but was still allowed to take the final exam.
According to the documents in the newspaper's possession, due to the above-mentioned deficiencies and omissions, many students may suffer disadvantages during their university years, but even after graduation.
