The Public Procurement Decision Committee (KD) imposed a fine of one hundred million HUF on the XIX. to the district municipality, because it advertised a 3.6 billion HUF public procurement procedure with illegal content.

According to the notice of the final committee sent to MTI on Wednesday, the municipality of Kispest announced an open public procurement procedure for public catering services on October 3, 2019, but it set expectations on bidders that exceeded the eligibility requirements, thereby violating the public procurement law on several points. Therefore, in its first decision, the KD imposed a HUF 100 million fine on the municipality, they wrote.

The contracting authority challenged the amount of the penalty with a court action. The Capital Court did not dispute the fact of the violations, but returned the imposition of the fine to a more detailed justification, thus obliging KD to a new procedure.

In its new decision, the arbitration committee did not reduce the fine because, according to its reasoning, the amount of the estimated value of the purchase was extremely high. This decision was not challenged by the municipality, so it became final, the announcement reads.

We could say that political scandals are commonplace in Kispest, real estate scams, drugs and embezzlement upset the mood in the MSZP-led district.
