The plan, called the Common Market Emergency Facility, would be presented on September 13, according to Reuters, and would ultimately serve the purpose of being able to respond to supply crises arising from the Covid epidemic and the war in Ukraine.

According to the plans, the Commission could ask EU member states to reorganize their supply chains and increase the procurement or production of products needed in the crisis as quickly as possible. For this purpose, the transfer or expansion of the existing production capacities could be ordered, or they would prioritize among the products.

Companies that provide false or misleading information could be fined up to 300,000 euros (about HUF 120 million), and those that do not comply with the orders would be fined 1.5 percent of the daily income.

According to Reuters, several EU countries are concerned about the Commission's plans, describing it as a power grab; and others write about the introduction of Chinese-style state capitalism.

The news agency understands that the Commission would discuss the details with EU member states and EU legislators before a decision is made on the proposal.
